Key Takeaways
-
Medicare Advantage plans will be available in Carroll County for 2027. Following collaboration between the Governor and CMS, coverage was announced on October 22, 2026, for Carroll and Coös counties, and Annual Enrollment runs through December 7.
-
Right now, one carrier, new to New Hampshire, offers four Medicare Advantage plans in Carroll County. That is a very different choice set than Hillsborough or Rockingham County residents see, so comparing against Original Medicare plus a Medicare Supplement matters more here.
-
A Medicare Supplement (Medigap) works with Original Medicare, and more than 20 insurers sell Medicare Supplement plans in New Hampshire.
-
Your Medigap rights depend on your situation. If your Medicare Advantage plan is ending, you may have a guaranteed-issue right to buy a Medigap plan without medical underwriting, but the window is short.
-
Check your doctors, hospitals, prescriptions and pharmacy before you decide. Network fit matters more than premium alone.
The Real Question: Which Structure Fits How You Use Care?
Medicare Advantage (Part C) bundles hospital, medical and usually drug coverage into one plan with a network, copayments and a yearly out-of-pocket maximum. A Medicare Supplement pairs with Original Medicare, helps pay the costs Original Medicare leaves behind, and lets you see any provider who accepts Medicare. Medigap does not include drug coverage, so you would add a separate Part D plan.
In a county like Carroll, where many residents live in small towns and travel for specialty care, the practical question is often not “which plan is cheapest” but “where do I get care, and will that provider be in network?”
Top Criteria to Compare
-
Your doctors and hospitals. Confirm every provider you use is in the plan’s network. Ask whether the plan is an HMO or PPO, and how out-of-network care is handled.
-
Travel and distance. Many Carroll County residents travel for specialists, sometimes out of state. Original Medicare with a Supplement is accepted nationwide wherever Medicare is accepted; a Medicare Advantage network may be narrower, and PPO out-of-network costs can be higher.
-
Prescriptions. Check the plan’s formulary, pharmacy network and tier costs for each of your medications.
-
Total cost, not just premium. Compare premium, deductible, copayments and the maximum out-of-pocket. A $0 premium does not mean lower overall costs.
-
Prior authorization and referrals. Medicare Advantage plans may require approval before some services. Ask how that would affect ongoing care.
-
Flexibility to change later. Switching from Medicare Advantage to Medigap later may involve medical underwriting unless you have a guaranteed-issue right. Understand this before you choose.
What’s Available in Carroll County for 2027
-
Medicare Advantage: According to the New Hampshire Insurance Department, one organization, new to New Hampshire, is offering four PPO plans in Carroll County for 2027, including two Chronic Condition Special Needs Plans (C-SNPs). Plan details for Carroll County are now being published. Call us or check the Plan Finder at Medicare.gov for current information before you enroll.
-
Medicare Supplement: Plans are available from more than 20 insurers in New Hampshire. Standardized plans (such as Plan G and Plan N) have the same basic benefits no matter which company sells them; pricing and underwriting rules differ.
-
Original Medicare plus Part D: You can keep Original Medicare and add a standalone drug plan, with or without a Supplement.
Why Timing Matters
-
Annual Enrollment Period: October 15 – December 7, 2026. You can change Medicare Advantage plans, change drug plans, or move between Medicare Advantage and Original Medicare.
-
Medicare Advantage Open Enrollment: January 1 – March 31, 2027, for people already in a Medicare Advantage plan.
-
If your plan is ending: a Special Enrollment Period may apply (January 1 – February 28, 2027).
Your Medigap Rights (Guaranteed Issue)
Outside your Medigap Open Enrollment Period, an insurer can generally use medical underwriting. In certain situations you have a guaranteed-issue right, meaning the insurer must sell you a Medigap policy, must cover pre-existing conditions, and cannot charge more because of health. Common situations under federal law:
-
Your Medicare Advantage plan is leaving Medicare, stops serving your area, you move out of the service area, or the network changes significantly. You can apply starting 60 days before your coverage ends, and no later than 63 days after it ends. You have this right only if you switch to Original Medicare.
-
Trial right. You joined a Medicare Advantage plan when you were first eligible for Medicare at 65 and, within the first 12 months, decide to switch to Original Medicare.
-
Your employer or union plan that pays after Medicare is ending. You can apply no later than 63 days after the latest of your coverage end date or the date on your termination notice.
-
Your Medigap insurer goes bankrupt, or your coverage ends through no fault of your own: no more than 63 days after the policy ends.
-
Your plan misled you or did not follow the rules: no more than 63 days after coverage ends.
Most of these windows last about 63 days, so do not wait. Medigap coverage cannot start until your Medicare Advantage coverage has ended. New Hampshire law may give you additional rights, so check with the NH Insurance Department as well. Do not cancel existing coverage until you know when the new coverage begins.
